Leader is a community initiative of the European Union for the innovative development of rural areas, which was established in 1991. This support program is aimed primarily at the development of so-called "soft location factors" in rural areas. The aim is to improve the quality of life and to generate new ideas and to better use existing potentials on site and how to reduce weak points. Within the framework, actions und projects in Bavaria are supported that are in the four care areas: "new technologies", "quality of life", "local produce and services" and "nature and culture."
